LogicaCMG and the Dutch Ministry of Defence today signed a three year contract for the implementation and management of a platform to support the national government's procurement processes. This enables the Ministry of Defence, the Ministry of Education, Cultural Affairs and Science as well as the Ministry of Interior and Kingdom Relations, Department of Public Works and Water Management, and the tax authorities to order the items and services it requires to do business as well as to handle outstanding invoices through the Internet.
Electronic Ordering and Invoicing is one of the national government's nine
purchasing priorities and an area in which it hopes to achieve great efficiency
improvements. Five ministries have already decided to implement the new
procurement system and a number of other ministries are expected to join
shortly. The platform enables the ministries to jointly purchase a large number
of items, including catering products, industrial clothing, office furniture and
supplies, transportation, petrol, postage, equipment, energy, IT and
telecommunication, training courses, external consultants and temporary staff.
Staff of the participating ministries can order items by accessing the
purchasing system through the Internet. There they can select articles from
electronic catalogues that are provided by the suppliers and order directly. The
purchasing system also allows the suppliers to confirm the orders and to send an
electronic invoice. LogicaCMG is working on this together with ESIZE Procurement
Solutions, a supplier of purchasing software.
Colonel Tjerk Brouwer from the Dutch Ministry of Defence said: "This new
procurement system will help us to streamline the administrative purchasing
processes and to reduce costs. By combining the purchasing of several ministries
we are in a better position to negotiate with our suppliers."
